You Yourself are the Creator who established the whole world; You are contained in all.
The Righteous Judge is wonder-struck, seeing everyone falling at the One's Feet.
Even the cosmic judge of deeds is amazed at how grace gathers everyone in.
The Creator is "contained in all," and a striking image: even "the Righteous Judge of Dharma" — the cosmic accountant of deeds — is "wonder-struck" to see everyone (not just the deserving) "falling at the Lord's Feet." Grace overwhelms the ledger; the Judge himself is amazed at how mercy gathers all (cf. Shabad 182, the recorders who can't see the devotees).
A Question to Sit With
What would surprise a strict accountant of right and wrong about mercy?
