Translation by Dr. Sant Singh Khalsa

In plain words

All beings and creatures are His — and He belongs to all of them.

So who could we call bad, when there is no other at all?

Name harmful actions — but no soul can be written off, because there is no second.
The deeper layer

One of the great verses of the Guru Granth Sahib: mandaa kis no aakhee-ai jay doojaa ho-ee — whom shall we call bad, since there is no second? The logic is airtight and enormous. Every being belongs to Him; He inhabits every being; therefore condemnation of anyone is, finally, condemnation aimed at the One. This does not abolish moral clarity — actions can be named harmful, and this raag has named kings and invaders plainly. What it abolishes is the verdict on souls: the writing-off of any being as other, as outside, as essentially bad. There is no outside.

A Question to Sit With

Is there a person you have completely written off? What happens if the One is in them too?
