He sees and understands, and knows everything; inwardly and outwardly, he is fully pervading. ||24||

In plain words

The highest One made the world and keeps a loving watch over it.

That One sees and understands everything, inside and out — nothing is ever missed.

There is a loving attention that sees everything, inside and out — you are never overlooked.
The deeper layer

The letter Pappa names the One as Paarbrahm — the Supreme, the One beyond — who created the world and watches over it. The comfort here is the completeness of the seeing: antar baahar sarab — inside and outside, fully pervading, knowing everything. For a child this is the opposite of being alone or overlooked: there is a loving attention that misses nothing, that sees the parts of you no one else sees, and holds all of it. Being fully known, by someone kind, is one of the safest feelings there is.

A Question to Sit With

How does it feel to know that even the parts of you nobody sees are known and cared about?
