In plain words

Those who take shelter with the One, the true King, are lifted up and kept safe. Others, dazzled by the glittering show of things, keep stumbling and falling flat on the ground.

Shelter in the One steadies you; chasing the glitter of things keeps you stumbling.
The deeper layer

This one says that shelter in the One keeps you standing, while chasing glitter makes you fall.

This is the rahaa-o, the "pause" line, the center of the shabad. ubrat raajaa raam kee sarnee — those who take shelter with the One, the true King, are saved. Sarnee means shelter, a safe place.

Everyone else lives in maa-i-aa kay mandal, the palace of Maya. Maya is the dazzling, shifting show of the world. It is not evil. It is the shiny surface of things that fools us into thinking it is solid. So they gir gir partay, fall and fall again.

Think of trying to stand up on a spinning playground ride. You keep losing your balance.

The whole shabad will show this: without turning toward the One, nothing gives lasting footing.

A Question to Sit With

What "glittering" thing have you chased that turned out not to hold you up?
