In plain words

Those who hold love for the One in their minds live out the best of what they were made for.

I bow to their feet every instant; to them, the One tastes very sweet.

The people who truly love the One find it sweet, like a taste they savor — and they're living out exactly what they were made for. That's worth admiring, not envying.
The deeper layer

"The Lord seems very sweet to them" — Har Ras again, the tasting of the One. Guru Ram Das keeps returning to taste as the mark of the real thing: not those who merely believe correctly, but those to whom the One has become sweet, something savored. And he honors such people — "I worship their feet each instant." The one who has glimpsed the jewel does not envy those further along; he reveres them and wants to learn from them. "Fulfilling pre-ordained destiny" here means simply becoming what you were made to be — a life lived toward its truest purpose, which is to love the One and find it sweet.

A Question to Sit With

What's the difference between believing something is good and actually finding it sweet — tasting it for yourself?
