In plain words

His bell rings out to the four corners of the world; His seat is forever in heaven.

His fan waves over everything; His incense is fragrant without end.

The whole universe is the temple — its bell ringing to the four corners, its incense everywhere.
The deeper layer

This one says the whole universe is the One's temple.

In a temple you might hear a bell. You might see a special seat, a fan waved over the holy book or image, and incense burning. Guru Arjan makes each one as big as the world.

The One's bell rings to the four corners of the earth. His seat is always in heaven. His chauri — a fan of soft hair that is waved as a sign of honor — waves over everyone. His incense smells sweet forever.

Think of a sunset over the whole sky. No one had to set it up. That is how this worship feels. The whole world is the temple, and its worship is always already going on. The Aarti song of the Gurus paints the same big picture.

A Question to Sit With

What if the whole world were already a place of worship?
