In plain words

O Lord, You behold whatever we do in secret; the fool may stubbornly deny it.

By his own actions he is tied down, and in the end he regrets and repents.

What you do in secret is seen, and binds you, whether you admit it or not.
The deeper layer

Nothing is truly secret: "You behold whatever we do in secrecy." The fool "stubbornly denies" his deeds, but he is "tied down" by them all the same — actions bind regardless of whether we admit them. Denial changes nothing; the deed is seen and its rope holds (cf. Shabad 133, the counterfeit coin).

A Question to Sit With

Is there something easier to deny than to face — and what does denial actually change?
