In plain words

The One who made the earth and the open sky set everything in place.

He builds up, and He takes down.

He Himself fills all things.

He asks no one's advice; He Himself forgives.

The One who raises and dissolves worlds answers to no one — and forgives freely.
The deeper layer

The One who builds and ends whole worlds also forgives freely.

Jin dhar saajee gagan akaas — the One made the earth and the wide sky. Thaap uthaap — the One sets things up and takes them down again. Whole worlds are raised and ended by this power.

Sarab nirantar aapay aap — the One fills everything, from the inside.

Then the most surprising line. Kisai na poochhay bakhsay aap — the One asks no one's advice and forgives freely. The One is in charge of everything. And the One is just as free to forgive. Think of a builder who can build or knock down any wall. That same builder chooses to be kind.

A Question to Sit With

What does it mean that forgiveness is the One's own free choice, owing nothing to anyone?
