In plain words

You are the Ocean, overflowing with jewels and rubies.

You are spotless and pure, the true treasure of goodness.

Peace is enjoyed on meeting the Guru, the teacher.

The One is the only Master, and the only Minister.

The One is an ocean of jewels who needs no court — His own Master and Minister.
The deeper layer

The One is an ocean full of jewels and needs no one to help run things.

Too pur saagar maanak heer — You are an ocean full of rubies and diamonds. The treasure never runs out. You are spotless and true, deep with goodness.

Sukh maanai bhaytai gur peer — peace comes when we meet the Guru, the teacher.

Ayko saahib ayk vajeer — there is one Master and one Minister. A king usually needs a court full of helpers and advisors. The One needs none. The One is the Master and also the helper who carries out every plan. All the treasure and all the running of things belong to the One alone.

A Question to Sit With

What is so complete that it needs nothing outside itself?
