Waves and Foam Are All Just Water

This manifested world is the playful game of the Supreme Lord God; reflecting upon it, we find that it is not different from Him. ||2||

In plain words

Think of waves, foam, and bubbles on the water — they look like separate things, but they're all just water.

The whole world is like that: it looks like many separate things, but it's all the One's playful display.

Waves and foam look separate, but they're all just water — and the whole world is the One taking many shapes.
The deeper layer

Naam Dayv gives a second gorgeous image of unity: the waves, foam, and bubbles are not separate from the water. A wave looks like its own thing, foam and bubbles seem distinct — but they're all just water, taking different shapes for a moment. In the same way, the whole world is the One's playful game (leela), and reflecting on it, we find it is not different from the One. Everything you see — all the countless separate-seeming things and people — is like waves and foam on one ocean: different shapes of the same One. For a child, this is a mind-expanding delight: the world isn't really made of a million separate things; it's the One, playing, taking a million beautiful shapes — like an ocean making waves. You are one of its waves.

A Question to Sit With

How is the whole world like an ocean making many different waves out of the same water?
