In plain words

You are the One who never changes and never fades, the steady King behind everything.

The One who has no fear lives right beside me, closer than my own breath. So where, really, could any fear come from?

If the Fearless One is always right beside you, fear loses the ground it was standing on.
The deeper layer

The Rahao steadies the ground: oh abhinaasee raa-i-aa — the Imperishable Sovereign who never decays. Then the great comfort: nirbha-o sang tumaarai bastay — the Fearless One (nirbhau, from the Mool Mantar) dwells right with you. From that, the shabad's guiding question: ih daran kahaa tay aa-i-aa — where does fear even come from, if the Fearless One is your constant companion? The whole shabad will answer by showing that One presence lives inside every kind of person and role.

A Question to Sit With

When you remember someone who loves you is nearby, how does it change how scared you feel?
