The True Lord God Himself grants forgiveness; we are emancipated only when the Lord Himself emancipates us. ||1||

Translation by Dr. Sant Singh Khalsa

In plain words

My mind, the One is always with you -- your very master. Where could you possibly run to escape it? The One itself grants forgiveness, and you are set free only when the One sets you free.

You cannot run from the One -- and you are freed only when the One frees you.
The deeper layer

Two truths: the One is inescapably present (cf. the thief who cannot hide; Ik Onkar), and emancipation is the One's act -- you are freed only when the One frees you. Both omnipresence and grace.

A Question to Sit With

Where do you run when you want to escape? Does it ever really work?
