Where the Formless One Abides

nah siv saktee jal nahee pavnaa tah akaar nahee maydnee.
There is no Shiva or Shakti, no energy or matter, no water or wind, no world of form there,
satgur jog kaa tahaa nivaasaa jah avigat naath agam Dhanee. ||3||
where the True Guru, the Yogi, dwells, where the Imperishable Lord God, the Unapproachable Master abides. ||3||

Translation by Dr. Sant Singh Khalsa

In plain words

There is no Shiva or Shakti there, no energy and no matter, no water, no wind, no world of shapes —

there the True Guru, the Yogi, lives; there lives the Master who never fades and whom no one can reach.

Beyond everything that moves and changes, there's a still home.
The deeper layer

Beyond the elements lies a still ground — no siv saktee (Shiva and Shakti), no water or wind, no akaar (form). There the avigat naath agam Dhanee dwells: the unmanifest, unapproachable One. The world of forms is transcended, not scorned.

A Question to Sit With

Where is the stillest place you know — inside or outside?
