In plain words

Driven by greed, the mortal runs around like a mad dog.

People are so deluded that they do not recognize the True Lord.

Running in all directions after the next thing, the next pleasure, the next possession — like a dog chasing shadows.

Greed makes the human run like a mad dog — the running itself prevents recognition of what you're actually looking for.
The deeper layer

The mad dog image — one of the most vivid in Guru Arjan's Siree Raag. The mad dog (kuttaa bhukhaa) runs compulsively, driven by hunger and instinct, without direction or rest. Greed produces exactly this condition in the human: compulsive running after the next thing, without the capacity to stop.

"Does not recognize the True Lord" — Sach Prabhu nahin jaanai — the running itself prevents recognition. The dog cannot stop to see. The greedy person cannot stop to recognize.

Sab bharmai sangee (all beings are deluded) — this is not a criticism of specific individuals. It is the diagnosis of the default condition: being human without the Name is being in this delusion.

A Question to Sit With

In what area of your life do you most feel like you're running — wanting the next thing before you've absorbed the current one? What would it feel like to stop?
