Kabir asks which is greater, the seeker or the One who is sought. His real point is that love makes the line between them fade.
Ih man badaa ke jaa sa-o man maani-aa — is this mind greater, or the One the mind is tuned to? Raam badaa kai raameh jaani-aa — is the Lord greater, or the one who knows the Lord? Knowing here means knowing so closely that the two seem inseparable.
Kabir is not looking for a winner. Think of two best friends asked which one is the better friend. The question does not quite work, because the friendship belongs to both. In the same way, Kabir hints that the lover and the Beloved become one.
