In plain words

Meeting him, the mind fills with joy -- that is why he is called the true teacher. Your two-mindedness leaves, and you reach the highest state of all.

You know the true teacher by the joy and clarity that meeting him brings.
The deeper layer

The Guru is defined by his effect: meeting him fills the mind with bliss and dispels two-mindedness (cf. duality dispelled elsewhere). The verse names this the supreme status, which commentators traditionally identify with the fourth state beyond the three gunas. The teacher is known by the joy and clarity he brings.

A Question to Sit With

Who leaves you clearer and happier after you have been with them?
