One Universal Creator God. By The Grace Of The True Guru:
ਸਭੁ ਕਰਤਾ ਸਭੁ ਭੁਗਤਾ ॥੧॥ ਰਹਾਉ ॥

He is the Creator of all, He is the Enjoyer of all. ||1||Pause||

In plain words

There is only One. And the One is found by the True Guru's grace — a gift that is always here, waiting for an open heart.

The One is the Maker of everything, and the One is the enjoyer of everything too.

The One is not only the Maker of everything but also alive within everything.
The deeper layer

This is the rahaa-o, the "pause" line. It is the center of the whole song, and it comes right at the start.

Sabh kartaa sabh bhugtaa — the One makes everything, and the One enjoys everything. Kartaa means Maker. Bhugtaa means the one who tastes and enjoys. So the One is not sitting outside the world, watching from far away. The Maker is inside the making.

Think of a baker who bakes a cake, then shares it at the party, laughing with everyone. The baker is there in the making and in the enjoying. This one short line is the seed. The rest of the song grows out of it.

A Question to Sit With

Can you imagine one life running through both the maker and the made?
