In plain words

The one who has the One of the universe as their help and support

is blessed with peace, poise and bliss; no troubles cling to them.

With the One as your support, troubles still come — but they don't stick to you. They slide off, like water off a surface that won't hold it. It's not that storms stop; it's that they can't soak in.
The deeper layer

The refrain states the whole shabad's premise: the one whose "help and support" is the One is given "peace, poise and bliss," and — the key phrase — "no afflictions cling to him." Note the word cling. Troubles still come; the world still churns. But they do not stick to the one rooted in the One; they pass over like water off a surface that won't hold them. This is not a magic shield against all difficulty but a change in what difficulty can do to you. The support of the One does not remove the storms; it makes you the kind of thing storms slide off of rather than soak into.

A Question to Sit With

What's the difference between never having troubles and having troubles that don't 'stick' to you? What makes something slide off?
