In plain words

When you repeat and remember the One, your restless mind grows still and steady. It is like a boat that stops rocking and rests on calm water.

Keeping the One in mind is what steadies a restless mind — the seed-truth from which everything else grows.
The deeper layer

This line says that remembering the One makes a restless mind steady.

It is the rahaa-o, the "pause" line — the center of the shabad. Har jap japay man Dheeray — repeating and remembering the One, the mind becomes Dheer, steady and calm. This little shabad is made of very short verses, each one a single breath. The pause line is the simplest of all. No long argument, no big picture. Just a plain fact.

Left alone, the mind is restless. It hops from a worry to a want and back to a worry, like a small boat rocking on choppy water. Keeping the One in mind is what steadies it. Think of how a glass of muddy water clears when you stop shaking it and let it sit. Each short verse after this adds one more quick stroke to the same picture.

A Question to Sit With

What actually steadies your mind when it won't stop rocking?
