The Ocean Waits in the Guru's Keeping

When it pleases the True Guru, He opens the treasure, and and the Gurmukhs are illuminated by the Lord's Light.

The unfortunate self-willed manmukhs die of thirst, on the very bank of the river. ||3||

In plain words

The whole ocean of devotion is kept with the perfect Guru.

When the Guru is pleased, the Guru opens it, and the heart lights up. Some stand thirsty right beside the water, not yet reaching for it - and the water is always there for them too.

Grace is like water right beside you; you only have to reach.
The deeper layer

The whole ocean of devotion is kept with the True Guru, ready to be shared.

Saagar bhagat bhandaar means an ocean, a storehouse, of loving devotion. When the Teacher is pleased, the door opens. Then the gurmukh, the one who faces the Teacher, lights up with the One's light. A manmukh is one who follows only their own mind. The verse gives a sad picture of them: thirsty, right on the riverbank.

Think of being thirsty with a full water bottle in your bag, and forgetting it is there. The water of grace is always close. All it takes is reaching for it.
