In plain words

Nanak says: when it rains in Saawan, the monsoon month, four are full of joy:

the snake, the deer, the fish, and rich people who love their pleasures.

The same rain is joy or ache, depending on the heart it lands on.
The deeper layer

The same rain falls on everyone, and each heart meets it in its own way.

Saavan is the monsoon month, when the long-awaited rains arrive. Naagaan mirgaan machhee-aan: the snake, the deer and the fish come alive in the wet season. So do the rasee-aa, people with wealth at home who love their comforts. Rain means pleasure for them.

This couplet has a twin, the next salok, which names four who ache when the same rain comes. Read together, they show that the rain has not changed, only the heart receiving it.

A Question to Sit With

What is something that thrills one person and worries another?
