In plain words

The One made the waves of water, fire and air, and joined the three together to make the world.

The One gave them great power, and still they stay held within the flow of the One's will.

Water, fire, and air each hold great power, yet each stays within one great flow.
The deeper layer

Great powers stay within one great order.

The verse says jal tarang agnee pavnai fun tarai mil jagat upaa-i-aa: waves of water, fire and air were joined to make the world. Then hukmee thaak rahaa-i-aa: each element has great power, yet stays held by the One's command. That command is Hukam, the flow of all that is.

Water flows downhill. Fire rises. Wind moves. Each simply is what it is. Think of an orchestra. Each instrument is strong on its own, yet they all play in one song.

A Question to Sit With

How is it that powerful things like fire and water still follow steady patterns?
