He alone thoroughly understands this, from whom all beings come; all are merged and immersed in Him. ||1||

In plain words

No one has ever held back a life from coming. So how could anyone hold back a life from going?

Only the One we all come from understands this fully. And everyone goes back to rest in that same One.

Coming and going are not ours to control; they rest in the One who is home to all.
The deeper layer

Being born and leaving this life both rest in the One's hands.

aavat kinai na raakhi-aa jaavat ki-o raakhi-aa jaa-ay — no one can stop someone from coming into the world. And no one can hold someone back from leaving it.

jis tay ho-aa so-ee par jaanai — only the One we come from understands this fully. us hee maahi samaa-ay — and everyone goes back to rest in that One.

Think of waves on the sea. Each wave rises up out of the ocean and later settles back into it. It was never anything but ocean. In the same way, leaving this life is a going home. This is hukam, the way everything flows by the One's will. We can meet it with trust.

A Question to Sit With

What is something in life you cannot control, and how does it feel to accept that?
