In plain words

The friends of the One, the humble holy people, are noble, and the One spreads a protecting hand over them.

Those who turn to the Guru are the holy ones, dear to the One. In kindness, the One draws them right into Itself.

A sheltering hand is spread over those who turn toward the good.
The deeper layer

Saadh jan are the gentle, holy people; haath vataavai is the image of a protecting hand spread over them like a roof. Aap milaavai — the One itself does the uniting. The shelter and the drawing-in are both gifts, not achievements.

A Question to Sit With

Who has spread a sheltering hand over you?
