But her Husband Lord does not come to her bed, and so these efforts are useless. ||2||

Translation by Dr. Sant Singh Khalsa

In plain words

The soul-bride takes eye-liner, flowers and sweet-smelling betel, and dresses herself up.

But her Beloved does not come to her, and so all that effort is wasted.

Dressing up without closeness to the Beloved is wasted effort.
The deeper layer

Outward preparation (kaajal, fool, tambol: eye-liner, flowers, betel) without closeness to the Beloved (kant na aa-i-o) is vikaar, wasted. What is inside counts more than the show. The bride is every soul, and the Beloved is the One.

A Question to Sit With

When has getting everything to look right mattered less than you thought?
