In plain words

Whoever meets their own Master is cooled and soothed in mind and body, chanting the Naam of the One, Har, Har.

Nanak says: such a humble person is dear to the One. Only a rare few are blessed with the dust of their feet.

A little humility around good people lets their goodness rub off.
The deeper layer

Meeting the One cools and calms the whole person.

Jaa ka-o bhayti-o thaakur apnaa means "the one who meets their own Master." Thaakur means Master. Then man tan seetal har har japnaa: "their mind and body grow cool, remembering the One." Seetal means cool and soothed. Har is a name of the One.

Think of a cold glass of water after running on a hot day. Everything inside settles.

Kaho naanak jo jan prabh bhaa-ay means "Nanak says, such a person is dear to the One." Taa kee rayn birlaa ko paa-ay: "only a rare few receive the dust of their feet." Rayn is dust. In Gurbani, the Guru's words, the dust of a humble person's feet is a picture of humility. It is the humility that lets you learn from good people. Just being near them is a rare blessing.
