This is the rahaa-o, the "pause" line, the center of the shabad. Raam raam sant sadaa sahaa-ay: the One is forever the help of the saints, the holy people. Ghar baahar naalay parmaysar: inside the home and outside it, the Supreme One is with us. Rav rahi-aa pooran sabh thaa-ay: filling every place, all the way.
Think of the air. It is in your kitchen and out on the playground, and you never have to go looking for it.
