In plain words

The One fills every place there is — a deep ocean of goodness.

Nanak says: those who love the One live in joy, seeing how steady and unshakable God is.

There is goodness filling everything, steadier than it looks.
The deeper layer

The One fills everything, like a deep ocean of goodness.

Poor rahi-o sarbatar meh — the One fills every place. Parabh gunee gaheer — God is a deep ocean of good qualities. Gaheer means deep, like water too deep to touch the bottom.

Naanak bhagat aanand mai — Nanak says, those who love the One live in joy. Paykh parabh kee Dheer — seeing how steady the One is. Dheer means calm steadiness.

Think of a big lake on a windy day. The top ripples, but deep down the water is still. Those who love the One rest in that stillness.

A Question to Sit With

Where do you notice goodness you almost overlooked?
