In plain words

So here I am, One who holds everything — I come and rest in Your care. Loosen whatever ties me up, and carry me across on the strength of Your Name.

The way home is simple: rest in the One's care, and the Name carries you across.
The deeper layer

This is the second Rahao, the second "pause" line. It is a closing refrain that answers the whole shabad.

The shabad has shown how a heart drifts away. Now Guru Arjan shows the way home. Paarbarahm tayree sarnaa-ay — Supreme One, I come to Your shelter. Paarbarahm is the One who is in everything.

BanDhan kaat tarai har naa-ay — cut my ties, and carry me across with the Name. Think of a boat tied up at a dock. Untie the knots, and the river carries it home.

Every fear named earlier in the shabad is answered here with one thing: a safe place to rest.

A Question to Sit With

Where do you go — a place, a person, a thought — when you need to feel safely held?
