The One In Everyone

sabh meh rav rahi-aa parabh aikai paykh paykh naanak bigsaa-ee. ||3||8||
The One God is pervading in all. Gazing upon Him, beholding Him, Nanak blossoms forth in happiness. ||3||8||

Translation by Dr. Sant Singh Khalsa

In plain words

The One, the very same One, is present in everyone.

Nanak says: Seeing the One, looking again and again, I blossom with joy.

The same One lives in everyone, and seeing it opens the heart like a flower.
The deeper layer

The same One lives in everyone, and seeing that makes the heart bloom with joy.

The verse says sabh meh rav rahi-aa parabh aikai: "the very same One is present in all." Aikai means one, the very same one.

Then: paykh paykh naanak bigsaa-ee, "seeing, seeing, Nanak blossoms." The word bigsaa-ee describes a flower opening.

The shabad ends here, at its root. Earlier it said no one is an enemy or a stranger. Here is why: the same One is inside all. So the natural response is delight. Think of the same bright sunlight shining through every window of a house. Guru Arjan signs the shabad as Nanak.
