In plain words

People tell of a great bull holding up the earth; that bull is the flow of existence, which holds everything.

By that flow, air and water and sky came to be.

By that flow, matter and energy dance together, and the great play of life goes on.

The flow of existence holds the world up.
The deeper layer

An old story pictures a bull supporting the earth on its head. Here that bull is Hukam, the flow of existence, which upholds the world. 'Siv sakti' names matter and energy, dancing together by that flow.
