In plain words

The One has made the whole world into a kind of stage, alive with movement and play.

Every part of it — all the scenery, all the characters — is set up and held in place by that One.

The whole world is a living stage, set up and held by the One.
The deeper layer

This is the Rahao, the "pause" line, the center of the shabad. It says the world is the One's stage.

Raas mandal keeno aakhaaraa — the One made a raas mandal, a dancing ground, an arena full of play. Saglo saaj rakhi-o paasaaraa — the One set up this whole wide world and holds it together.

Think of a school play. Someone builds the sets, hangs the lights and gives everyone a part. The whole show runs because of that care. Gurbani loves this picture: creation as a joyful show, with the One behind all of it.

A Question to Sit With

If the world were a play, what part would you most like to play in it?
